For the past
21 years, Dr. Tim Brown has demonstrated his
interest in civic leadership and commitment to the City of
Newport Beach through a number of endeavors.
He is currently serving as the Immediate Past President and
Vocational Service Chair for the Newport Beach Sunrise
Rotary Club. Dr. Brown's term as President ran from 2009
-2010. During his term as President, the club received a
Rotary International Presidential Citation recognizing its
efforts in membership growth, financial contributions to
the Rotary International Foundation, as well as its local
efforts in Community and Vocational Service. The Vocational
Service Project, developed by Dr. Brown along with partners
Working Wardrobes and the Salvation Army has been widely
acclaim-ed throughout Rotary District 5320. The District has
provided a Simplified Grant to help support the project the last
three years. Finally, under Dr. Brown’s leadership the club
completed its first ever Vision Building Session and developed a
five-year Strategic Plan.
Dr. Brown was
inducted into the Daily Pilot Community and Clubs Hall of Fame
in 2011.
Dr. Brown has been a member of the Parks, Beaches and
Recreation Commission for the city of Newport Beach. He
served as the Chair from 2007-2008 and again from 2009-2010.
During his term as a Commissioner there were several significant
recommendations made to the City Council. Those include
establishing the Park Patrol, better enforcement of rules and
regulations at Corona del Mar State Beach, and prohibiting
smoking on the city's beaches. As a sitting Commissioner, he
Chaired the Park Development Committee which assisted in the
development of three new parks, as well as the revitalized of a
fourth. In addition, the first community center for the city was
opened in Newport Coast as well as the renovation and expansion
of the Oasis Senior Center was completed. Also during Dr.
Brown’s tenure as a Commissioner, he served on the Board of
Directors for the California Association of Parks Recreation
Commissioners and Board Members and held the office of Secretary
of the CAPRCBM Board in 2005.
Since 1999, Dr. Brown has been a resident member of the
Newport Beach Chamber of Commerce. He was elected to the Board
of Directors in 2006 and served as a Representative At Large for
three years. Dr. Brown was elected President of the Civic
Affairs Council in May of 2009. The Civic Affairs Council
includes Government Affairs Committee, the Education Committee,
the Economic Development Committee, and the Marine Committee. As
President of the Civic Affairs Council, Dr. Brown Chairs the
Governmental Affairs Committee. The committee is made up of
business leaders as well as representatives of elected officials
and state agencies. The committee routinely invites speakers who
are community leaders or activists to speak on a wide variety of
issues which may affect the business climate in the Newport
Beach. The committee makes recommendations to the Board of
Directors as to official positions the Chamber should take on
various city, county, and statewide issues. In addition, Dr.
Brown serves on the Strategic Planning Committee and the Taste
of Newport Steering Committee. In 2011, Dr. Brown was honored by
the NBCC with their Silver Anchor Award given to a volunteer
whose contributions over time were extraordinary.
Dr. Brown served on the ad hoc Finance Committee for the
city of Newport Beach in 2006. The committee members were
appointed by the City Council to look at budget projections 20
years out for needed capital improvements and to determine
whether the City could afford to construct a new city hall. For
six weeks the committee looked at projected income, projected
capital expenditures, and long-term financing options. It
concluded that the city could, in fact, afford a new city hall.
Further it concluded the best finance option for the city hall
project and other capital projects were Certificates of
Participation (COPS).
Dr. Brown served as the Chairman of the Board of Directors of
Leadership Tomorrow for three consecutive terms. Leadership
Tomorrow is a program designed to help people become more
engaged their communities. Many of the graduates become
volunteers in civic organizations, attain appointments to
Boards or Commissions and even run for elected office. He was a
member of the Class of 1999 and was asked to serve on the Board
of Directors upon graduation. Several current Council members
and Commissioners are graduates of the program which serves
Costa Mesa, Irvine, Newport Beach and Tustin. Dr. Brown was
reappointed to the Board of Directors in 2011 to focus on
fundraising efforts.
Dr. Brown served on the Aviation Committee for District 2 in the
city of Newport Beach from 1998-2003. During his term, El Toro
Marine Base remained a viable option for an
international airport in Orange County. The Committee made
many formal recommendations to the Council during the
campaign against Measure “S” strategy and on issues
surrounding the extension of the settlement agreement for
flights leaving John Wayne airport during those turbulent
times. Part of his role as a Committee member was to keep
citizens in District 2 abreast of the airport debate. In
addition,he worked in concert with the Airport Working Group on
the noise level test conducted in 1998 at the base as well
as actively campaigning against Measure “S”.
Since 2003, Dr Brown has been an Associate with the Upper Back
Bay Naturalist and Friends. In this capacity he served as a
volunteer in the Peter and Mary Muth Interpretive Center from
2003 to 2004. The role included acting as an advocate for issues
directing affecting Upper Newport Bay, answering visitor’s
questions about the ecology of the region and leading school
groups through the displays at the Center.During the summer of
1999
Dr. Brown was a member of the second graduating class of the
Newport Beach Citizen’s Police academy. Each class elects a
leader to represent it and to deliver the graduation address
and he was elected to
that honor.
Dr. Brown served on the McFadden Legacy Square Project who is
charged with commemorating the Newport Centennial at this
historic Newport Beach landmark. He served on the Planning
Committee for both the “100 Years between the Piers Party” which
was the closing event for the Newport Beach year-long
Centennial Celebration and the kick-off event “Lets Do Launch.”
Dr. Brown was the Entertainment Committee Co-chair and Chair
respectively. The entertainment at the events included the
legendary Dick Dale and Mark McGrath and the Beach Boys as the
headliners. There were an estimated 35,000 people in attendance
at the closing event and a sell-out crowd of over 8000 people at
the Dunes for the kick-off event; possibly two of the largest
beach parties ever sponsored by a municipality on the west
coast.
Dr. Brown also served on the Executive Planning Committee of
the Corona del Mar Centennial Celebration. He was the Special
Events Committee Chair. The committee was charged with the
Corona del Mar Beach Party and Expo held on the weekend of
October 16th and 17th,, 2004. Those activities represented a
number of firsts for Newport Beach included a live concert at
Corona del Mar State Beach, a vintage boat parade and a
fireworks display over the mouth of the harbor.
Dr. Brown serves on the Corona del Mar Scenic 5K Steering
Committee. He is responsible for the start line.
Dr. Brown has been a volunteer at the Newport Beach
Toshiba Champions Tour event at the Newport Beach Country Club
since its inception in 1994. During this time
he has participated on a number of committees including
hospitality, fairway marshal and scoring. In addition Dr. Brown
is a volunteer for the Newport Beach Breakers and have varied
responsibilities in that role.
